White certificates in the service of energy efficiency
White certificates are a system of energy efficiency certificates, which is an effective mechanism to support modernization investments in order to increase energy efficiency. This is an opportunity to receive one-time additional cash for the implementation of activities leading to energy savings in the enterprise.
In order to benefit from the support, an appropriate application must be submitted to the ERU together with a prepared energy efficiency audit. This must take place before the formation of a binding commitment to implement the investment. Energy efficiency certificates can be obtained for an operation that results in an annual final energy saving of not less than 10 toe.
Projects aimed at improving energy efficiency, for which white certificates can be obtained, include:
- replacement or installation of thermal insulation of pipelines,
- replacement of lighting,
- modernization or replacement of boilers,
- upgrading or replacement of production lines,
- modernization of the refrigeration system.

What is a White Certificate?
The white certificate is a certificate of energy efficiency, which is granted by the Energy Regulatory Office for projects that increase energy efficiency. The condition for obtaining the white certificate is to submit an application before the start of the investment and achieve energy savings of at least 10 tons of oil equivalent (116.3 MWh). Energy efficiency certificates can be sold on the Polish Energy Exchange
What is the process of obtaining White Certificates?
First of all, an energy efficiency audit is carried out, which confirms the planned energy savings. The next step is to prepare the application and submit it to the URE together with the audit report. In parallel with the verification of the application and the audit in the URE, it is possible to implement the investment. Upon completion of the investment, a acceptance protocol is provided to the Energy Regulatory Office. After its positive verification, a White Certificate is awarded. In the event that the project brings savings of more than 100 toe, an additional post-contract audit is required.
Who are the White Certificates for?
White certificates can be applied for by entities planning investments or projects for which the planned energy saving is at a level higher than the required 10 tons of oil equivalent.
What is the price of White Certificates?
White certificates (energy efficiency certificates) are traded on the Polish Energy Exchange. Their price is variable, the current rate can be checked on the website of the Polish Power Exchange in the “Property rights” tab.
