The call for the SMART pathway in the European Funds for the Modern Economy (FENG) program for 2021-2027 is underway. The application is demanding, but entrepreneurs can count on professional advice from VIVERNO. The call ends on October 30, 2023, and PLN 890 million is available for distribution.

Description of the Program:

The aim of the programme is to develop and strengthen the research and innovation capacities of enterprises, aimed at the implementation of product or process innovations and the digitalization and transformation of enterprises towards sustainable development, as well as the internationalization of enterprises and the increase of staff competencies. Subsidies may be granted to entrepreneurs conducting business activities in the territory of the Republic of Poland.

Scope of action: The project can consist of a maximum of seven different modules. Modules within the project can be implemented in a linear way (the implementation of a given module is a continuation of another module) or non-linear (modules implemented independently). Support in the SMART Path can be provided for the implementation of projects including:

Module 1 - R&D

The R&D module includes co-financing conducting research and development leading to innovative development at least on a national scale:

  • a new or improved product or service (product innovation) or
  • a new or improved business process in (innovation in the process).

The implementation of an innovative solution can be co-financed within the framework of the same project, in innovation implementation module or outside the project.

You can allocate funding to:

  • remuneration of research and development staff,
  • purchase of external services (subcontracting for research and consultancy services related to the project) — up to 70% of the eligible costs of industrial research and development work incurred in the R&D Module,
  • costs of depreciation of scientific and research equipment and depreciation of buildings,
  • costs of lease and perpetual use of land,
  • acquisition of intangible assets,
  • operating costs and the purchase of directly related materials and consumables
  • with R & D works,
  • indirect (general) costs.

Where the project provides for the implementation of more than one module in addition to R&D module, costs R&D module must be at least 20% of the total eligible costs of the project in the case of SMEs, at least 1 million in the case of large companies.

You can receive funding up to:

Module 2 - Implementation of innovation

The module includes co-financing the implementation in the company of the results of R&D works, held by the Applicant or resulting from the implementation of the R&D module, in the form of an innovative solution, i.e.:

  • a new or improved product or service (product innovation) or
  • a new or improved business process in (innovation in the process).

You can allocate funding to:

  • purchase or lease of land and built-up real estate,
  • purchase or lease of fixed assets other than real estate,
  • acquisition of works and building materials,
  • acquisition of intangible assets,
  • the purchase of external services related to the support of innovation,
  • purchase of consulting services,
  • costs associated with the establishment of additional collateral for the co-financing agreement.

You can receive a subsidy to cover a maximum of:

  • 50% of expenditure on advisory services, including those supporting innovation,
  • 100% of the expenses related to the establishment of the security of the contract for co-financing,
  • for expenditure on fixed assets, materials and works and intangible assets (the level of support is based on the regional aid map),
  • support in this module is provided in the form of a conditional grant.

Module 3 - R&D Infrastructure

The module allows creation or expansion of a research and development center in the territory of the Republic of Poland. The Centre must enable the implementation of the research agenda set out in the proposal leading to product or process innovation on a national scale.

You can allocate the subsidy to:

  • purchase or lease of land and built-up real estate,
  • purchase or lease of fixed assets other than real estate,
  • acquisition of works and building materials,
  • acquisition of intangible assets.

You can receive a subsidy to cover a maximum of:

For expenditure on fixed assets, materials and works, and intangible assets (the level of support is determined by the regional aid map).

Module 4 - Digitalization

The module makes it possible to co-finance digital transformation and ensure cybersecurity of the Applicant's business activities.

You can allocate the subsidy to:

  • purchase or lease of land and built-up real estate,
  • purchase or lease of fixed assets other than real estate,
  • acquisition of works and building materials,
  • acquisition of intangible assets,
  • the purchase of external services related to the support of innovation,
  • purchase of consulting services.

You can receive a subsidy to cover a maximum of:

  • for expenditure on fixed assets, materials and works and intangible assets (the level of support is based on the regional aid map),
  • 50% of expenditure on advisory services, including those supporting innovation.

Module 5 - Greening of enterprises

The module allows you to co-finance activities aimed at the green transformation of the company. Actions may relate to improving waste management, increasing energy efficiency, reducing pollution, more efficient material management, eco-design, or verification of environmental technologies.

You can allocate the subsidy to:

  • purchase of land and built-up real estate,
  • purchase of fixed assets other than real estate,
  • acquisition of works and building materials,
  • acquisition of intangible assets,
  • purchase of advisory services (e.g. verification of environmental technologies, environmental life cycle assessment),
  • the purchase of external services related to the support of innovation,
  • the costs of adapting to stricter or future environmental standards,
  • increasing energy efficiency,
  • investments in high-efficiency cogeneration systems,
  • promotion of energy from renewable sources,
  • costs of consulting services, including energy audit,
  • LCA and PEF costs,
  • the introduction of efficient waste management.

You can receive a subsidy to cover a maximum of:

  • for expenditure on fixed assets, materials and works and intangible assets (the level of support is based on the regional aid map)
  • 50% of expenditure on advisory services, including those supporting innovation,
  • 80% of expenses related to environmental protection.

Module 6 - Competences

The support provided in the module makes it possible to improve the competences of employees and managers, to acquire new skills and knowledge, as well as to acquire qualifications, supporting the implementation of tasks in the other modules of the project.

Competency development must relate to at least one of the following areas:

  • R&D works, maintenance of research infrastructure financed under the project,
  • intelligent specializations,
  • technology transfer,
  • innovation management,
  • transformation of industry towards economy 4.0, digitalization,
  • climate policy, circular economy, eco-design,
  • a low-carbon economy,
  • Internationalization,
  • protection of industrial property.

The limit of eligible expenditure in the competences module is 15% of the eligible costs selected by the Applicant in the application for co-financing of the compulsory module (module B+B or innovation implementation module).

You can receive a subsidy to cover the maximum 70% of training expenses.

Module 7 - Internationalization

The module includes activities related to the foreign promotion of the applicant's products and activities related to obtaining protection of property rights.

You can allocate the subsidy to:

  • covering the costs of participation in trade fairs or trade fairs and conference events,
  • covering the costs of participation in foreign economic missions,
  • external services related to internationalisation,
  • services and fees related to the protection (and defense) of industrial property rights.

The cost limit in the module is up to 20% of the eligible costs of the compulsory module chosen by the Applicant (R & D module or innovation implementation module).

You can get a subsidy to cover:

  • up to 50% of the expenses of participation in trade fairs and conferences and economic missions,
  • up to 50% of expenditure on advisory services and related to the protection/defense of industrial property rights.
